This is so funny! I've never heard of Emperor Norton, must read up on this character. In 19th-century Chicago, we had "Captain Streeter." His boat ran aground on the swampy Lake Michigan shore north of the Chicago River. He continued to live there on his grounded boat, built shacks around it, and declared the swamp his own sovereign nation, which he defended raucously. The neighborhood is still called Streeterville, and it is now the wealthiest area of the city, zip code 60611... North Michigan Avenue, Tiffany's, and all that.
